About Howell Consulting
Howell Consulting was founded in 2007 and has an extensive background providing services for local governments preparing for, responding to, and recovering from disasters on the federal, state and local levels. Most of our team members live in California and have worked in emergency management in California for many years – having first-hand knowledge of state and local risks, history, politics, emergency management policies and procedures as well as state and federal guidelines and regulations.
Brenna Howell has more than 20 years of experience in emergency operations planning and disaster preparedness from the State of California Office of Emergency Services (Cal OES), many Northern and Central California governmental jurisdictions where she worked closely with all levels of government on all aspects of inter-agency coordination, planning, disaster mitigation, response and post-disaster recovery efforts. Brenna has developed comprehensive emergency management programs for city and county leadership, revised and updated numerous Emergency Operations Plans and functional annexes, completed training and exercises, served as project manager for various planning projects including Access and Functional Needs, Care and Shelter, Medical/Health Sheltering, Evacuation planning and managed Homeland Security Grants, to name a few.
Brenna has her Bachelor’s of Science degree in Emergency Management and Public Safety from Grand Canyon University.
